In Zurich, you can drive from age 17 – but only with an accompanying adult
In Switzerland – including Zurich – it is permitted to drive from the age of 17 with a learner’s permit and an “L” plate, but only with an accompanying person (accompanied driving).
The learner’s permit (“L permit”) can be obtained at age 17 if the following requirements are met:

completion of a first-aid course,

passing an official eyesight test,
-
and successful completion of the theory exam.

Practice driving is only allowed under the supervision of someone who:

is at least 23 years old,
-
has held a full, unrestricted driving licence for at least 3 years (not on probation),
-
is seated close enough to intervene (e.g. use the handbrake),
-
and is completely sober.
During practice, the use of the “L” plate is mandatory, and learner driving is allowed only within Swiss territory.
